there may be political interference or political changes in Macao

which would have the effect of rendering the waterworks concession

either null and void or of no value. Mr Grayburn might therefore

be assured that, while it is impossible for His Majesty's Govern-

ment to give any guarantee, in the event of the circumstances

which he fears arising, the Hong Kong and Shanghai Banking Corpora-

tion and/or the concessionaires will receive the fullest possible

support from His Majesty's Government.

A copy of this letter is being sent to the Admiralty, War

Office, Air Ministry, Board of Trade and Department of Overseas

Trade.
